The EyeBelieve Independent Filmmaking Competition and Film Festival is open to
anyone. Entries could be made by individuals or teams (pairs or group). -
The film must concern itself with the unique experience and beliefs of the filmmaker/s.
Films must contain stories that define an aspect of life that is influenced by,
or influences the filmmaker's core values. -
Works can be in any language, but they must have English subtitles. Entries without subtitles will not be accepted.

There is no limit on the number of entries an individual or group can submit. Each entry should be labeled individually. The running time for all entries must not exceed 10 minutes (including credits).

Entries can belong to any genre/category such as narrative, documentary, animation or experimental. Works can also be of mixed genres.

Filmmaker must have unrestricted permission to submit this film to EyeBelieve. The rights to use and air this film cannot be infringed by submission to another film festival or broadcaster.

Music used in any entry must be original compositions, Creative Commons or in the public domain.

Submissions may be submitted via believe.denverlibrary.org or in person at Denver Open Media, 700 Kalamath, Denver, CO 80204.

When selected for the competition, the preview copies will also serve as the exhibition copies. Filmmakers will be contacted to submit clearer versions only if their preview copies are found to be defective and hence unsuitable for large-screen projection.

All submitted works will not be returned to the filmmakers and they will automatically become part of the FCL EyeBelieve archives. Please do not send master copy or original work.

The cost of shipping and handling for the submissions is the responsibility of the applicant. The competition organizers will not shoulder any taxes, custom dues/duties/fees, delivery fees or any in-transit insurance in receiving the entries nor will they be held responsible for damage to any entry incurred during the shipping process.

For submission of several entries in one package, each entry must be properly labeled with the following:
- Title of entry (original title/English translation of title)
- Category
- Name of participant(s)
- Running time
- Each entry must be submitted with the following materials:
- Application form - Download the application form (PDF)
- One page synopsis of the entry in English
- Short profile of the filmmaker(s) in English
- Contact details of the filmmaker(s)

The submissions will be pre-screened by a panel comprised of filmmakers, film academics and digital technology experts from the organizing committee. Finalists' works will then be screened by an official Board of Judges identified by the Committee. Filmmakers of final entries will be requested to submit the following (optional) additional materials:
- A 30-second trailer of the film
- A jpeg file of the film’s poster designs

All films selected as final candidates will be screened during the EyeBelieve Film Festival on Friday, September 26, 2008 at the Denver Art Museum. The winners will be announced during the awards ceremony scheduled on the same date. Winners will be notified by telephone or e-mail if they cannot attend the ceremony. The process of picking up/delivery of the prizes will be scheduled with each winner to determine the most feasible method.

Awards for the winning entries shall be given to the filmmaker/s indicated in the entry form. For joint directorial works, the group must assign a single representative to act on its behalf. All official communications shall be addressed to this representative. The organizers shall not be held liable for any controversy regarding the sharing of awards among group members.

Receipt of all submissions will be confirmed via e-mail or phone where e-mail is not available. Submissions delivered by hand will receive a receipt upon delivery. -
The director, producer, talents and technical staff shall hold the Denver Public Library and Denver Open Media and its affiliates, all its officers and employees, and all members of the EyeBelieve Filmmaking Festival and Competition Committees free from any suit, demand, debt, obligation, expense or liability arising from any misrepresentation or fraud in connection with the entry submitted to the competition.

Participation in the festival and competition implies giving the Denver Public Library and Denver Open Media a worldwide, no-fee, non-exclusive license of the shortlisted films plus the right to create public display, advertisements and trailers of the films but not otherwise create derivative works. It also implies giving the Denver Public Library and Denver Open Media the right to sublicense its rights to third parties for non-commercial purposes. This regulation applies equally for the Internet.

The winning filmmaker hereby grants, assigns and transfers unto the Denver Public Library and Denver Open Media the right (without necessity of any payment other than prizes awarded) to produce or authorize the telecasting, broadcasting or cinema exhibition or other form of exhibition, from time to time, any winning entry or selection or portion thereof as it may in its discretion determine. The Denver Public Library and Denver Open Media shall also have the right to appoint or designate editors or directors who may edit the work or any portion thereof to suit the demands of production or exhibition.

The Denver Public Library and Denver Open Media have the right to use the filmmaker/s' name, image and biographical information in connection with the film. Filmmaker/s may identify the Denver Public Library and Denver Open Media in their resumes and may include the film in their portfolios/filmography, but cannot use the Denver Public Library or Denver Open Media's names or marks (i.e. logos, colors and music) to promote the film.

A filmmaker under 18 years of age will not be allowed to participate unless the filmmaker/s' parent or guardian signs a parent or guardian agreement.

After having read the contest guidelines, each contestant must agree to sign a copy of said contest guidelines, rules and regulations and parameters to serve as a contract of consent with the Denver Public Library and Denver Open Media.
The trailers will be used for promotional purposes and will also become part of the EyeBelieve film archives. The poster will be printed free of charge by the organizing committee for promotional and archiving purposes. The filmmaker/s will be given copies of the printed poster.
